The Cherokee Nation dedicated $7 million for affordable and efficient housing for elders and Cherokee speakers during the pandemic, and served thousands of citizens through rental and housing payment relief.

Deputy Chief Bryan Warner and I, working with the Council of the Cherokee Nation, created this legislation to build homes, replace aging homes and create more homeownership opportunities for Cherokees. The $120 million investment provided through HJSCA also enables us to upgrade rental housing across the reservation. Under that law, we invested $30 million in revenue from the tribes business arm, primarily to help elders and Cherokees with disabilities with home repairs or, in some cases, brand-new replacement homes. The investment allowed us to repair or replace 200 homes and upgrade tribal community buildings with solar panels and energy efficient appliances.

Officials said after the first year, they eventually want to build 300 homes a year for eligible CN citizens. In total, 95 percent of the 214 home replacement or repair projects are in progress, out for bid, undergoing environmental and other site inspections, or have been completed. It was originally built in August 1969 under the 1937 Housing Act. Participants must own and reside in the home for a specified period of time or a prorated payback will apply. Purchase size is limited to five acres and the purchase price may not exceed $150,000. An onsite environmental review and inspection will be conducted, before the time of purchase and home buyers education classes are required.
The New Construction Homeownership Program is a lease to own program created to provide a path to homeownership for eligible Cherokee citizens. Applicants must own land or have access to land that can be donated to the Housing Authority of the Cherokee Nation for the purpose of home construction. This land will be held in the Housing Authority of the Cherokee Nation's name until all obligations of the lease purchase agreement have been met. Upon satisfaction of the lease purchase agreement, the Housing Authority of the Cherokee Nation will deed the land to the applicant/tenant.
